He discusses why and how leaders need to do consensus-building, drawing examples of successes and failures from American history. He mentions Presidents Woodrow Wilson, Abraham Lincoln, John F. Kennedy, and Jimmy Carter, as well as the debates over The Clean Air Act, vehicle emissions standards, and reintegrating ex-offenders after they've served their sentences.
